Failing that, just lock your FPS to 30. Steady 30 looks better than 60-40 fluctuations. edit: you could consider overclocking if you are running it on a desktop; and if you are on a laptop, consider getting a cooling mat and changing your thermal paste.

For me, the most taxing settings seem to be shadows and textures. I run everything Ultra except for shadows and get 65-95 fps with Ryzen 1700x, 16Gb 3200Mhz DDR4, and an 8Gb RX 580. The game is on a Samsung 960 EVO NVME drive. With shadows on ultra, I get 55-90ish fps.
